New Process for Accessing the Base Compensation Adjustment Report (BCAR)
The Employer has announced a new process that allows eligible former OPS employees and current OPS employees without WIN or an OPS email to request a copy of their Base Compensation Adjustments Report (BCAR) as part of the Bill 124 wage-reopener remedy.
This update outlines what members need to know.
BCAR Request Form Now Available (No OPS Login Required)
The BCAR Request Form is now available on the Ontario Public Service Central Forms Repository (CFR) under the Internal Government Administration section.
A login is not required to access the form.
Members can:
- Complete and sign the form electronically, or
- Print it, fill it out manually, and submit it by email or mail.
Where to Submit the Form
You may submit your completed BCAR Request Form:
- By email: opssc@ontario.ca (OPS Service Centre)
- By mail: Pay and Benefits Operations Branch
(Address listed on the form)
Members can indicate whether they would like to receive their report:
- by personal email (recommended for faster processing), or
- by mail to their home address
(The address provided will be updated in WIN if needed.)
Who Should Use the New Request Form?
The new BCAR process is available for:
- Former OPS employees (including those without WIN access)
- Current OPS employees without: WIN access, or an OPS-issued business email address
Current OPS employees with WIN access
You do not need to use the form.
You can continue accessing your BCAR via:
- WIN Self-Service, or
- InsideOPS, or
- By emailing the OPS Service Centre (if you have an OPS-issued email)
Processing of Inactive Employees Has Begun
OPTrust has confirmed that processing for inactive employees began in May 2025. OPTrust has also posted updated information on their website related to the Bill 124 remedy and pension adjustments.
What Will Members Receive?
Eligible members who submit the BCAR Request Form will receive:
- Their Base Compensation Adjustments Report, and
- Supporting information (a PDF/printed package) explaining:
- how their pay rate adjustments were calculated,
- how retroactive payments were determined, and
- how to review the details contained in the report.
Additional Info and Communications Timeline
The Employer has indicated that communications to managers, HR, and employees regarding the new process has been sent out beginning November 3, 2025.
This process is also being shared with pension carriers to support outreach to former employees.
